By its strict definition, a tragedy is something very sad that you're sorry is happening but that can't be avoided or remedied because it is somehow the work of fate. So, calling some social situation a tragedy for the MacArdles of the world is an easy way to (1) claim that they're not heartless monsters, since it makes them so very sad while (2) sadly explaining that there is nothing, nothing at all that can be done to help those poor folks, which otherwise could easily be taken as evidence that they are, in fact, heartless monsters since there actually is something that could be done.
