What in the hell is she writing about? I get offers for credit cards from lenders where I have no account all the time. Indeed, the only credit card I have is from a bank where it is the only "relationship" I have with them.
I can't stand it when Megan writes about the poor as if they're some species to be poked at in a laboratory and not human beings. She doesn't have the slightest clue.
It does seem likely that most people with credit cards also have bank accounts. Most middle class people get their first bank accounts as children. Dunno if that's all Megan meant; the post was unreadable.
