You missed the best part:

"The government is different: it can't be replaced (really), and it's hard to generate accountability in an organization as big as the federal government."

Very revealing. She literally doesn't understand how democracy works. She doesn't see voting as "replacing" one government with another. Kinda explains some of her disdain for governmenty stuff, since she thinks it's all set in stone and everything.
